Honourable Kennedy Swaratsingh

The Honourable Kennedy Swaratsingh is the Minister of Public Administration in the government of Trinidad and Tobago.

Minister Swaratsingh's distinguished working life has nurtured his evolution from priest to politician. Prior to becoming parliamentary representative for St. Joseph, he has worked as a human resource executive and served as Captain and then Major in the Trinidad and Tobago Defence Force.

The common threads throughout his career have been Minister Swaratsingh's driving concern for the advancement and preservation of the interest of Trinidad and Tobago's most precious resource - its people, and his interest in communications in all its formats.

As Minister of Public Administration, Minister Swaratsingh's portfolio includes telecommunications, public sector transformation, institutional capacity building and implementation of Fastforward, Trinidad and Tobago's national strategy to promote the use of information and communication technologies.

Minister Swaratsingh is deeply committed to Trinidad and Tobago's vision of achieving developed country status by the year 2020, and he views the development of an efficient and effective public service and Trinidad and Tobago's transformation into a knowledge-based society as critical antecedents for the achievement of this vision.

Minister Swaratsingh earned a Bachelor of Arts degree in Theology from The University of the West Indies, a Post-Graduate Diploma in Human Resource Management from the University of the West Indies Institute of Business and a Master of Business Administration (double major in Human Resource Management and Tourism) from the same institution.

Professor William Melody

Professor William Melody is the Founding Director of Learning Initiatives on Reforms for Network Economies (LIRNE.NET), a global network of ICT policy research and training centres, and the World Dialogue on Regulation for Network Economies (WDR).

He is currently a Visiting Professor at Copenhagen Institute of Technology, London School of Economics and the University of Witwatersrand in South Africa.

In his posts of Chief Economist with the US Federal Communication Commission (FCC) and advisor to the US government he was involved in the early days of computer-communications convergence. Since then he has contributed to many telecom reform programmes around the world, and has helped establish new ICT University Centres in eight countries.

Professor Melody has held academic appointments in the University of Pennsylvania, Simon Fraser University, the Economic and Social Research Council and Oxford University, the Centre for International Research on Communication and Information Technologies, Melbourne, the Technical University of Denmark and Delft University of Technology. He has also authored and edited many prestigious publications, and has been an editor of Telecommunications Policy.

He has a doctorate in economics from Nebraska, and was honoured by the Technical University of Denmark with the award, in 2001, of the degree of Doctor Technices, honoris causa for "outstanding research contributions on the interaction between technology, economics and regulation in the area of communications, with emphasis on telecommunications".

Ms Regenie Fräser

Ms Regenie Fräser is the Secretary General of the Caribbean Association of National Telecommunication Organizations (CANTO), a major trade association in the telecommunication sector, not only in the region but also internationally. As Secretary General, she has increased CANTO membership by approximately 300% in the past three years. Ms Fräser also guides CANTO's roles in the Caribbean telecommunications community, which she sees as those of leadership, in influencing policy; expert, in providing information in all aspects of the industry and facilitator, in encouraging dialogue and meaningful collaborative enterprise.

Prior to taking up her current position, Ms Fräser served the Telecommunication Corporation of Suriname (TELESUR) in several positions between 1976 and 2003.

Ms Fräser holds a Master of Arts Degree in Telecommunications from Michigan State University.

Mr Richard Sherman

Mr Richard Sherman is Network Solutions Director at Ericsson Market Unit, Central America and Caribbean. At Ericsson, Mr Sherman has focused on solutions development in GSM, UMTS/HSPA, ATM/IP, and IMS technology.

Mr Sherman has worked on SMR Public Safety Radio networks APCO Project 25, early Analog cellular, US DAMPS and the continuing evolution of 3GPP wireless technologies, working with companies such as Motorola, General Electric Government Services, Ericsson-GE, Teligent, Cellular ONE and Cingular Wireless.

He has a Bachelors Degree in Electrical Engineering from the Florida Institute of Technology. He is a licensed professional engineer, a member of the Puerto Rico College of Engineers and Surveyors (CIAPR), and a member of I.E.E.E.

Mr Scott Macias

Mr Scott Macias is Nortel's Director of Business Development for the Caribbean and Latin America region. He is responsible for developing and managing new business opportunities in the Caribbean, for all wired, wireless, IP, transport solutions including GSM, CDMA, WiMAX, IP, and Optical Solutions.

Prior to joining the Nortel team, Mr Macias was a Senior Manager of Business Development for Qualcomm, Inc.'s Corporate Division, promoting a number of advanced technologies in Latin America and the Caribbean. During his time there, he acted as a liaison between Latin American and North American cellular service providers, in the negotiation and signing of roaming contracts, creating seamless cellular coverage and significantly increasing the company's customer base. He also worked for Booz, Allen, and Hamilton in Mexico, where he served as an external technical and management consultant.

He holds a Bachelor of Science in electronics engineering and communications from Cook's Institute of Electronics Engineering in Jackson, and an MS and a MBA in economy and business from Universidad Anahuac in Mexico.

Mr Jimmy Figueroa

Mr Jimmy Figueroa is the Director of Microsoft Multi Country Americas Evangelism, Developer and Platform Group, and is member of their Leadership team.

At Microsoft, he has previously been the leader of the Independent Solutions Vendor marketing group and SQL Server marketing group. He has also worked for Oracle and for Xerox in the Apple PC division, in the dawn of the personal computer.

His group's activities range from evangelising cool and hip technologies like Microsoft PopFly to hobbyists and students, to mission critical software architecture engagements with the world's top enterprises and Independent Software Vendors (ISVs). The group is also responsible for Microsoft's Developer Tools business.

Many of the group's activities are designed to stimulate local software economies in both emerging and developed countries. Mr Figueroa has fostered a growing focus on skilled jobs for students and young entrepreneurs through his group's Innovation Centers and programmes led by D&PE.

He has an undergraduate degree in engineering computing science followed by extensions of MBA programmes at INALDE Universidad de La Sabana Business School.

Dr Patrick Hosein

Dr Patrick Hosein is a wireless broadband consultant. Dr Hosein is the administrative and technical contact for the TT Top Level Domain, President of TTNIC, and a member of the ICANN ccNSO Council.

He has worked at Bell Laboratories, AT&T Laboratories, Ericsson, Huawei Technologies, and has also been a lecturer at the University of the West Indies.

He attended the Massachusetts Institute of Technology (MIT) where he obtained five degrees including a PhD in Electrical Engineering and Computer Science.

Dr Hosein holds 12 granted, 29 pending and 10 provisional patents which are mainly in the areas of wireless networking and telecommunications, and is the author of many published papers.

Dr Kim Mallalieu

Dr Kim Mallalieu is Head of the Department of Electrical and Computer Engineering at The University of the West Indies, where she also leads the academic, commercial and outreach programmes in Communication Systems. Dr. Mallalieu is also the developer and coordinator of the Master's degree in Regulation and Policy in Telecommunications, the MRP (Telecommunications).

Dr Mallalieu is the recipient of local, regional and international teaching awards and she has authored many academic papers. Her research interests include: culturally-appropriate telecommunications technologies; wireless networks and technologies for poverty alleviation; as well as telecommunications policy and regulatory intervention for social inclusion. She is an active member of a Latin American and Caribbean academic network, Diálogo Regional sobre Sociedad de la Información (DIRSI), which is engaged in research on ICT policy and regulatory intervention.

Dr Kim Mallalieu has a BS in Electrical Engineering from MIT in 1982, an MS (Optics) from the Institute of Optics, University of Rochester in 1983 and the PhD from University College London. She is a Fulbright Fellow and has served as Visiting Scientist at MIT.

Dr Michael Hosein

Dr Michael Hosein is a lecturer in the Department of Mathematics and Computer Science at The University of the West Indies, where he lectures in wireless and mobile computing, distributed systems, computer networks, networking technologies, and computer programming.

Proficient in the design of wireless applications for the mobile phone, his research interests also include availability in distributed systems, e-learning, mobile network performance, distributed software design, and software design for children.

He is an Assistant Chief Examiner in CAPE Computer Science for the Caribbean Examinations Council and a member of the Association for Computing Machinery (ACM).

Dr Hosein has a BSc, MPhil, and PhD (Computer Science) from The University of the West Indies.

Mr Kevon Andrews

Mr Kevon Andrews is a Development Engineer within the Communications Group in the Department of Electrical and Computer Engineering, at the University of the West Indies.

His current research is in pro-poor mobile applications, which is mainly focused on Short Message Service (SMS) mobile technology. He has also taught undergraduate courses in: Introduction to Software Engineering; and Microprocessor Systems - Design and Applications.

Mr Andrews holds a BSc in Electrical and Computer Engineering and a MSc in Communications Systems from the University of the West Indies.

Mr Wayne Sarjusingh

Mr Wayne Sarjusingh is a Development Engineer in the Real Time Systems Group in the Department of Electrical and Computer Engineering at The University of the West Indies.

During the ten years that he has worked in the Department he has been involved in a number of software development projects for the Department and industry. He has served as the systems administrator for UWI's Master's degree programme in Telecommunications Regulation and Policy, MRP (Telecommunications), since its inception.

Recently, he has been a central player in the Department's Enabling Environment Focus Group developing web-based solutions to enhance the Department's core activities and processes, effectively and efficiently.

Mr Cordell Lawrence

Mr Cordell Lawrence is Senior Software Engineer and Manager of the MessageCentral Platform Group at Teleios Systems Limited. MessageCentral Platform is a suite of composable software components and services that enable other applications to transmit as well as receive messages from mobile phones, and Mr Lawrence works in the area of developing the underlying framework of distributed services of the MessageCentral Platform.

His area of expertise is designing and developing communication systems and protocols that make use of various internet technologies which, in turn, enable the use of the Platform as a distributed programmable software service upon which other communication-related applications can be developed.

Prior to joining Teleios, Cordell served as a software developer in a US- based software development company, Pillar Software, and Microsoftware Designs, a Trinidad and Tobago based company.

Mrs Avril Edwards

Mrs Avril Edwards is currently the Senior Manager of the Electronic Banking Unit of the First Citizens Bank. Avril has nineteen years of retail banking experience with eight years of responsibility for the electronic delivery channels, which includes the Internet channel.

Mrs Edwards has a BA in History and Social Sciences from UWI and a Master's in Business Administration from Henley/Brunel University.

Dr Diana Anius

Dr Diana Anius is Project Coordinator with overall responsibility for sub-project implementation under the Government of St. Lucia Public Sector ICT and e-Government project. Her responsibilities include ICT policy and strategy formulation, preparation and submission of tenders, and management of work outsourced to IT vendors and consultants.

She is also Managing Director of Dorani Consulting, which offers strategic ICT consulting to small and medium sized businesses and government organizations in the areas of ICT policy, project management services and web development services. She has worked in several projects in the information technology and services industry in the region.

Dr Anius has a BSc (Mathematics & Computer Science) from The University of the West Indies, and MSc (Computation) from the University of Oxford, and a PhD (ICT Policy, Political Science, and Computer Science) from Tufts University.

Mr Ajmal Nazir

Mr Ajmal Nazir is the Technical Director of Greendot, specialising in current and emerging wireless technologies and services.

He received a BEng in Computer Systems Engineering from the City University in London. He worked for Goldman Sachs in the financial sector of the City of London looking after event management, disaster recovery and data management for European operations.

Mr Donnie De Freitas

Mr Donnie De Freitas is the Director of Technical Services at the Eastern Caribbean Telecommunications Authority (ECTEL) with responsibility for the evaluation of license applications, numbering, spectrum management and domain name management.

Mr De Freitas worked as the advisor to the Government of St. Vincent and the Grenadines on telecommunications matters during the 1980s and early 1990s. He served as the Americas representative on the ITU Development Bureau from 1998 to 2000, and was also a chosen expert on the issue of the reform of the accounting rates.

He has championed the cause of small island States on the issue of reform, including participating in negotiations with the World Bank which led to funding of the initial stages of telecommunications liberalization in the Eastern Caribbean, and the formation of ECTEL.

Mr De Freitas holds a Master's Degree in Electronic Engineering.

Mrs Denyse White

Denyse White is the Executive Manager for Strategic and Advisory Services at the National ICT Centre of the Ministry of Public Administration, where she previously held the portfolio of Manager for ICT Policy and Metrics.

Her background is in policy development and project support for ICT in the public sector where she has worked for the past seven years.

She holds a MBA in Finance and a BA in International Studies.

Mr Magnus Johansson

As Group Director Broadband of the Digicel Group, Mr Magnus Johansson oversees the Next Generation wireless broadband strategy and business development for the whole of Digicel Caribbean and Latin America. Mr Johansson has been the leadership force behind the deployment of fourth generation wireless broadband networks for the corporate sector based on 802.16d (Fixed WiMAX) technology in Jamaica and Grand Cayman and more recently the deployment of one of the world's first commercial 802.16e (Mobile WiMAX) networks in Grand Cayman.

His strategic approach to building successful broadband businesses for telecoms providers is reflected in his work as Senior Innovations Manager at BellSouth in Atlanta, GA, Vice President of Broadband Services at Cable & Wireless Jamaica, and as Group Director of Wireless Broadband at Digicel Group Ltd.

Mr Johansson received his Bachelor of Arts in Education from the University of Örebro in Sweden and a Bachelor of Science in Multimedia and Graphic Design from Central Missouri State University in Missouri USA.

Mr Anthony Joseph

Mr Anthony N. Joseph is the Executive Vice President Mobile Services at TSTT. Anthony joined TSTT following a very successful posting as CEO of National Flour Mills, Trinidad and Tobago.

He holds several professional qualifications including Masters of Business Administration (Heriot-Watt), Fellow of The Association of Chartered Certified Accountants (FCCA) and Certified Member of the Institute of Internal Auditors (CIA).

Mr Joseph also has extensive experience in strategic planning, leading growth in competitive environments and delivering extraordinary earning results having worked previous at Carib Brewery and a number of other highly competitive industries.

Mr Max Figueroa

Mr Max Figueroa, Vice-President of Terremark Worldwide, is an experienced engineer and manager with significant expertise in Internet and telecommunications technology.

Mr Figueroa currently runs the deployment of new Network Access Points (NAPs) in emerging markets. He also headed a group of professional consultants engaged in providing engineering solutions in the planning, architecture, design and deployment of Broadband networks. In this position, Mr Figueroa led the deployment of large IP networking and telecommunications solutions for commercial and government customers around the globe. With 18 years' experience in the telecommunications industry, Mr Figueroa's background includes work in all major network technologies in use today. His experience is focused in the use of broadband technologies to solve the business problems of telecommunications carriers, equipment vendors and leading edge enterprises.

Mr Figueroa holds a BSc in Industrial Engineering from, the University of Puerto Rico and Master of Science in Operations Research and Statistics from the Rensselaer Polytechnic Institute.

Mr Alan Bergin

Mr Alan Bergin is the Chief Operating Officer with Jamaica Network Access Point (JNAP).

Mr Bergin's career has included telecoms operations and management with global services organizations, involved in all aspects of support services from logistics to technical support. He was a leader in data centre design and development as well as being one of the main the instigators of hosting/collocation managed services in Europe.

Mr Bergin's experience in management includes being the lead in the certification of a major Silicon Valley telecoms switch manufacturer, attaining ISO9001 with three manufacturing plants and a global service organization. With top European data centre companies such as Interxion and Telecity, Mr Bergin worked closely with Sales and Marketing operations to develop managed services, which have been developed into the de-facto standard for collocation and hosting companies throughout the data centre industry.

Prior to joining JNAP, Mr Bergin served as Eastern Caribbean Vice President of Fujitsu Trinidad, and a Jamaican government specialist developing new business for Digicel, Jamaica.

Mr Bergin has studied extensively in the fields of electronics and management.

Mr Jonny Martin

Mr Jonny Martin is currently an Internet Analyst at Packet Clearing House, a non-profit research institute investigating Internet routing economics. Mr Martin has significant experience with Internet infrastructure providers in New Zealand and the Pacific islands, having worked for both large incumbent and small startup providers.

Prior to his work a PCH Mr Martin was instrumental in the design, build, and operation of FX Network's independent national fibre network in New Zealand. Previous roles have included network design and operation with CityLink, the leading internet exchange point and metro ethernet provider in New Zealand, and network design at Telecom New Zealand.

Mr Martin's strengths include an ability to build pragmatic and cost effective networks, along with an acute understanding of the policy and economic issues faced when building out networks in relatively small and isolated countries.

Mr Ian Serrao

Mr Ian Serrao is Director of Network Services, FLOW Trinidad. At Flow he is responsible for the following departments: Commercial Sales Video/Voice/Data/Media); Core IP Network; Sonet/SDH Network; Voice Network; Cable Modem Network; Network Operation Center; IT.

He has been with FLOW's achievements including the launch of Metro Ethernet / MPLS network, the launch of a residential Internet product and the launch of voice product.

Mr Sarroa previously worked at IBM World Trade Corporation, Trinidad an Advisory IT Specialist in the Professional Services Department, where he was responsible for developing and implementing various solutions for the enterprise market. Mr Sarroa is Cisco certified.

Mr Nigel Cassamire

Mr Nigel Cassamire is currently consulting with the Caribbean Telecommunications Union (CTU) in areas of telecommunications policy development, including Internet governance and spectrum management.

A telecommunications engineer with over twenty-five years of experience, he has managed a broad range of telecommunications technologies and services at the functional and executive levels, including packet switched data communications, network planning, cellular mobile services, national and international network operations management, Internet services and regulatory matters. Mr Cassamire has the distinction of having led the TSTT project team that successfully introduced cellular services to Trinidad and Tobago.

Mr Nigel Cassamire earned his Bachelor's and Master's degrees in engineering as well as his diploma in management studies from the University of the West Indies (UWI). He is also a graduate of both the Telecommunications Policy and Regulation programme of the Telecommunications Executive Management Institute of Canada (TEMIC) and the Advanced Management Programme of INSEAD.

Mr Derek Browne

Mr Derek Browne is the Information Technology Specialist of the Caribbean Regional Negotiating Machinery (CRNM). He provides IT support to the team of CRNM trade policy specialists and their activities related to the negotiation of economic and trade agreements regionally and internationally, using a combination of platforms and technologies.

Mr Browne also works with the Services Unit responsible for Services Trade in the area of telecommunications and ICT. He manages the trade information network, 'Virtual Secretariat', an online information and communication tool that facilitates collaboration among CARIFORUM Trade Ministries and regional trade-supporting institutions.

His service on local and regional ICT working group committees has included the Government of St. Lucia Working Committees on E-Government and E-Commerce, and he currently serves as a member of CARICOM's Regional ICT Steering Committee.

Mr Browne holds a BSc in Computer Science and Mathematics from New York University and has completed Certificate Programmes in International Trade Policy at The University of the West Indies (UWI) and Information Technology Management at the Singapore Institute of Systems Science.

Mr Kirk Sookram

Mr Kirk Sookram is the Spectrum Management Engineer at the Telecommunications Authority of Trinidad and Tobago. Before this, he was employed as a Telecommunications Engineer by the Ministry responsible for Telecommunications in the Republic of Trinidad and Tobago.

His qualifications include a BSc (Honours) in Electrical and Computer Engineering from UWI and an MSc (Distinction) in Operational Telecommunications from Coventry University, as well as specialized training in spectrum management and wireless technologies.

Mr Sookram also serves as a Member of the Caribbean Spectrum Management Task Force, which was established by the Caribbean Telecommunications Union.

Mrs Marina Torres

Mrs Marina Torres is a Development and Education Specialist. She provides service to children and adolescents and their parents/caregivers, with particular focus on developmental, learning, behavioural and parenting issues. She is also a part time lecturer at the University of the West Indies in the Faculty of Humanities and Education.

Mrs Torres co-founded Trinidad and Tobago Innovative Parenting Support (TTIPS), which produces a local parenting magazine, Parenting Support.

She is a registered member of the Interdisciplinary Council on Developmental and Learning Disorders (ICDL), American Psychological Association (APA) and the National Association for School Psychologists (NASP).

Mrs Torres holds a BSc in Human Development and Family Studies from Cornell University and an M.A. in Education and Human Development, with a specialty in Early Childhood Special Education, from George Washington University.

Ms Bernadette Lewis

Bernadette Lewis is the Secretary General of the Caribbean Telecommunications Union. Her mission for CTU is to ensure that that the citizens of the Caribbean derive tangible benefit from the effective use of information and communication technologies.

Her career in telecommunications spans a period of more than twenty years. She acquired her technical skills working at the engineering and managerial levels with the national service provider, Telecommunications Services of Trinidad and Tobago Ltd.

With her appointment as the technical Manager for the Caribbean Association of National Telecommunication Organisations (CANTO) in 2000, her activities extended to regional information and communications issues.

Ms Lewis holds a BSc from The University of the West Indies and Masters' Degree from Aston University in the United Kingdom.

Dr Hopeton Dunn

Dr Hopeton Dunn is the Director of the Telecommunications Policy and Technology Management Programme of the Mona School of Business, UWI, in Jamaica, where he holds the Digicel Foundation Chair in Telecoms Policy and Management.

Dr Dunn is the Chairman of the Broadcasting Commission of Jamaica. He is also a member of the governing Council of the International Association for Media and Communication Research (IAMCR), and Co-Chair of the Association's Communications Policy and Technology Section. He is a member of the Jamaica National Commission for UNESCO.

He is the author or editor of five books and numerous other scholarly publications.

His most recent research projects include a national household survey and ethnographic study on mobile telephony usage among low-income Jamaican households. He co-authored a three-country research survey of telecommuting practices and telework resources in the anglophone Caribbean, carried out for Diálogo Regional sobre Sociedad de la Información (DIRSI) and the International Development Research Centre (IDRC) of Canada.

Dr Dunn was the lead consultant, with Professor Evan Duggan in the re-design of Jamaica's National ICT Strategic Plan 2007-2012, commissioned by the Government of Jamaica. He is the former Chairman and Chief Executive Officer of the Creative Production and Training Centre (CPTC), a public sector broadcasting and multimedia facility. He was also Chairman of Jamaica's Telecommunications Advisory Council (JTAC), when it provided advice to the Jamaican government during the country's transition from a monopoly to a multiplayer market in telecom services.

Professor St Clair King

Professor St. Clair King is Professor Emeritus in the Department of Electrical and Computer Engineering of the University of the West Indies, where he has taught for over forty years He received his BSc. at University of Glasgow, Scotland, MSc (Control Systems) at MIT in 1963 and his PhD from the University of Glasgow.

His current business and research interests include the development of real time applications for communication and control systems. Professor King is committed to contributing to the development of sustainable economic systems for the Caribbean region.

Mr Sebastián Bellagamba

Mr Sebastián Bellagamba is the Regional Manager for Latin America and the Caribbean for the Internet Society. He is also currently a member of ICANN's Address Supporting Organization Council, and was the Chairman of this Council for 2006 and 2007.

Prior to joining ISOC, Mr Bellagamba worked in the Internet Service Providers industry, founding and running several ISPs in Argentina and also managing regional Latin America operations. At that time, he was also President of the Argentine Internet Service Providers Association (CABASE).

Mr Bellagamba has also had an extensive career on international Internet-related organizations, having been a member of LACNIC's Auditing Committee, Chairman of the Argentine Chapter of the Internet Society, and Chairman of the Argentine Chapter of the IPv6 Task Force.

Mr Raúl Echeberría

Mr Raúl Echeberría is Executive Director of the Internet Address Registry for Latin America and the Caribbean (LACNIC ). Mr Echeberría was one of the founders of LACNIC and he was Chairman of the Board of LACNIC prior to his appointment as CEO of LACNIC. He is also a member of the Internet Society (ISOC) board of Directors.

While responsible for Technologies at the National Agriculture Research Institute of Uruguay, he played an important role in the start up and development of the Internet in Uruguay. He has served as a member of the Board of Directors of the Latin American Network Forum (ENRED), and he was also a member of ICANN's Name Council on behalf of the non-commercial constituency when it was first created in 1999.

Mr Echeberría has worked as a consultant both at national and international level. He has taught courses at universities and events throughout the region and has authored numerous published articles.

Mr Echeberría has been actively involved the World Summit on the Information Society (WSIS). He participated in the Working Group on Internet Governance (WGIG) and he was a member of the Uruguayan delegation present at the Tunis Summit. He is also a member of the Internet Governance Forum's Multistakeholder Advisory Group.

Mr Echeberría has a Bachelor's Degree in Computer Science from the University of the Republic of Uruguay and a Master's Degree in Information Technologies.

Mr Roque Gagliano

Mr Roque Gagliano is currently a Senior Project Engineer at the Latin-American and Caribbean Regional Internet Registry (LACNIC). He is currently also a professor at the Electrical Engineering Institute, UDELAR, Uruguay.

He has more than ten years' experience in the field of Computer Networks, working at ANTEL (Uruguay) and Sprint (USA). His IPv6 experience started deploying the first carrier-class IPv6 network at ANTEL Uruguay, bringing IP transport and DNS services. He is the author of several IPv6 policies for the Latin-American and Caribbean region and is a member of several IPv6 Task Forces.

Mr Gagliano has a MSc from the University of Kansas, USA, and in Electrical Engineering from Universidad de la República (UDELAR), Uruguay.

Ms Neeala Maharaj-Racha

Ms Neeala Maharaj-Racha is a Microsoft DPE Architect Evangelist, West Indies and Bermuda, with responsibility for securing platform and tools adoption, tools revenue growth and a vibrant solutions ecosystem.

Previously she has worked with the Real Time Systems Group of the Faculty of Engineering, in the Faculty of Engineering, The University of the West Indies, which has designed and built engineering applications for several clients across Trinidad and Tobago. She also worked with Ixanos Ltd., which focuses on identifying business' solution needs, designing, building and implementing these solutions for clients across the country.

Immediately prior to joining Microsoft, Ms Maharaj-Racha was Systems Analyst at the Trinidad & Tobago Electricity Commission. This position incorporated the roles of Business Architect, System Architect, Project Manager and Team Leader for multiple projects.

Ms Maharaj-Racha has a BSc in Electrical and Computer Engineering from The University of the West Indies.
